Information on the Tokyo Cap-and-Trade Program Shared with the Ministry of Economic Development of the Russian Federation and Sakhalin Region Government

On April 16, 2021, the Tokyo Metropolitan Government (TMG) held an online meeting with the Ministry of Economic Development of the Russian Federation and the Sakhalin Region Government to exchange opinions on emissions trading schemes. TMG provided information on the Tokyo Cap-and-Trade Program. Sakhalin Oblast provided information on the Sakhalin Oblast Greenhouse Gas Emissions Trading System under development.

The Ministry of Economic Development of the Russian Federation and Sakhalin Oblast asked questions about the allocation of emissions, certification criteria for top-level facilities, and transactions, penalties, etc. in the Tokyo Cap-and-Trade Program. TMG gave an explanation focusing on the ordinances, rules, and achievements so far.

TMG asked questions about entities subject to the Sakhalin Oblast Greenhouse Gas Emissions Trading System and the content of their obligations, and the Ministry of Economic Development of the Russian Federation and Sakhalin Oblast provided more detailed information.
